Dr. Laurant “Drelġé” Jolly is a retired U.S. Army Lieutenant Colonel, former federal executive, and founder of the Drelġé Legacy Universe™. With over 30 years of leadership experience spanning military service, academia, and organizational development, he leads initiatives focused on leadership, mentorship, and cultural transformation through movement.
As Founder of F.L.Y. Skates Foundation Inc., he integrates skating, wellness, and leadership development to empower youth, veterans, and communities through structured programs and mentorship.
Dr. Jeffrey S. Weaver is a senior academic and enterprise executive with more than 25 years of leadership experience across higher education, federal government, nonprofit, and consulting sectors. He is a former Provost and Executive Vice President for Academic Affairs with a strong record of academic transformation, accreditation assurance, faculty leadership, and mission-aligned growth.
He currently serves as Executive Director of the Fort Walton Beach Sigma Foundation, leading governance, fundraising, compliance, and community engagement initiatives supporting scholarships, youth development, and wellness programs. He is also an Associate Professor and Chair of the Adjunct Faculty Advisory Council at the University of Baltimore, working closely with faculty leadership to strengthen shared governance, faculty policy, and professional development.
Dr. Weaver is also Founder and CEO of Mission Education, LLC, delivering leadership training, workforce development, and human capital strategy services across corporate, nonprofit, and public-sector clients. His work emphasizes ROI-based talent solutions, performance metrics, and organizational effectiveness.
Rochelle Overstreet currently serves as the Associate Vice President, Government Contracts at Humana Military, where she provides executive leadership over enterprise contract management in support of federal healthcare programs, including the Defense Health Agency (DHA) and TRICARE. She leads contract governance, compliance, audit readiness, and financial stewardship across a complex federal portfolio.
Previously, she served as Enterprise Pricing Director at NASA Headquarters, where she led agency-wide cost/price strategy, negotiation frameworks, and procurement transformation initiatives. She supported NASA’s 2040 Agency Initiative, strengthening resource planning and execution alignment.
Rochelle brings over 22 years of government contracting experience across audit, pricing, contract administration, and financial management, including leadership roles with DCMA and NASA supporting multi-billion-dollar programs.
She has received numerous recognitions for excellence in procurement leadership, including NASA Headquarters Honor Awards and national procurement honors.
